California Gov. Gavin Newsom announced Thursday that the city of Norwalk would lose its housing element after the city council voted to ban the construction of new homeless shelters.

The announcement comes on the heels of criticism surrounding the lack of accountability for $24 billion in homeless already spent over the last five years.
