Thank you for your question. I am 68 years old and semi-disabled myself. At the west end of the beach there is a circular parking lot with handicapped spaces. If you are not ambulatory, you will need a device with wide wheels like a beach wheel chair to access the beach. It is public access. My recollection is that there may be a step down due to a little wash out but I think a large wheeled device would go over it. Sadly, the new sand dunes would not be easily accessible from most houses because you have to climb up an incline and go down the other side of the dune. I was able to climb up and down the dune with a little help. (The unsteady older person like myself might need an arm to hold onto while traversing the dunes. ) There may be other public access locations near a house without dunes. You might look at google earth or map quest. Renting a house near public access might serve the need.
